TDP strategy to stall YCP in Council?

The TDP alliance in Andhra Pradesh government is planning to keep the legislative council in suspended animation for the next three years. With the Assembly session scheduled to begin from July 27, the ruling coalition is contemplating to introduce several important bills like scrapping the Land Titling Act, cancelling the issuance of houses to the poor in the R-5 zone in the capital region, expediting the construction of Amaravati and others.

According to the rule, the Legislative Council should also begin functioning along with the Assembly.

However, there is apprehension that the opposition YCP could stall the passing of the bills, as it has strength in the Council. Right from the Council chairman to the members, it is the YCP which has a say in the Council and this could prove a hurdle to the government.

With the 164-seat strength in the Assembly, the TDP alliance would be able to pass any Bill from there within minutes but would face a real problem in the Council.

There is information that YCP boss Y.S. Jagan Mohan Reddy had already warned his party leaders in the Council to act properly and oppose the ruling coalition.

In all likelihood, the YCP would stall the Bills in the Council and to avoid the situation, the TDP alliance is reportedly planning to put the Upper House in suspended animation, without scrapping it.

As the TDP coalition would gain strength even in the Council in the next three years, it is being assumed that the suspended animation would prove to be a correct decision at this moment by the TDP, Jana Sena and BJP cadre.
